TMS is partnering with the Center for Research and Reform in Education at Johns Hopkins University and Community Catalyst Partners to remove barriers and create opportunities in public education for Beaver County, PA.
The work, scheduled to begin this fall, will focus on identifying and analyzing financial, management, and equity gaps in the 14 public school systems that educate the majority of the Beaver County’s 20,000 school age children.
“At TMS, we are known for helping schools, non-profits, and private sector organizations meet challenges, find solutions, and achieve excellence,” said Andy Paquette, president and CEO of TMS. “This is an ambitious initiative for Beaver County and a project that my team at TMS is eager to assist with.”
A significant part of the work will revolve around the following areas:

Educational equity across gender, ethnicity, disability, geography, and socioeconomic status

Cost effectiveness with regard to financial savings, investments, and savings over time

Effective implementation processes and governance with regard to administrative models, public engagement, and continuous monitoring, evaluation, and improvement.
“We see our main role as facilitators, guiding instead of directing or defining a solution.,” Paquette said. “We will be guides throughout the process: thought partners, information gatherers, and data interpreters that can help map a path to greater equity in Beaver County’s education system.”
TMS was selected to work on this project due in large part to its expertise on school and organizational business and financial management, and extensive experience in working with school districts and communities.
“Our expertise and experience in working with school districts across the country, providing solutions to complex challenges led us to this unique project,” Paquette said. “I think our team approach, as well our depth and breadth of services, and our ability to bring best practices in the education, non profit, and private sector to this work will be useful in completing this project.”
The work comes at the request of the Quality Education Council (QEC) of the Beaver County Partnership for Community and Economic Growth.
